CALL TO CONVENTION
This year’s State Convention will be in person. I, Natalie Shook, IFBWC State President, with the approval of the Executive Committee, hereby issue the Call to Convention for the Annual State Convention to begin with optional activities on Friday, April 26, 2024 and continue with the business of the Federation to be conducted on Saturday, April 27, 2024.
For those who wish to come on Friday for our optional activities, you may register at the Holiday Inn, 1301 Avenue of Mid-America, Effingham for your overnight stay. The business of the Federation will take place at the Holiday Inn and the Thelma Keller Convention Center, 1202 N. Keller Drive, Effingham, Illinois.
Pursuant to Article XVI, Section 2, of the Federation Bylaws, any member in good standing may attend the Annual State Convention and vote. The Executive Committee has voted this year to make sure everyone who wants to attend the convention can afford to participate, so there will be no registration fee this year. You will be responsible for payment of any activities you participate in on Friday, and meals you may have on either Friday or Saturday. You will also be responsible for payment of your hotel stay if you so choose. This is an important convention as we continue forward with the business of dissolution of our organization and distribution of organizational funds, so it is important for you to attend. You will be able to attend either in person or via Zoom. We must have a quorum to continue with the dissolution process.
There will be a Zoom pre-convention Board Meeting on April 17, 2024 at 7:30 p.m. to replace what would otherwise be a business meeting on Friday evening.
Friday’s activities will include a trip to the Tuscan Hills Winery, 2200 Historic Hills Drive, Effingham, and dinner at the Firefly Grill, 1810 Avenue of Mid-America, Effingham.

Board Rules for In Person Attendees and Zoom Attendees
Motions: Motions must be read aloud by the maker of the motion.
Debate: To ask recognition from the Chair, the speaker shall present their question in writing either to the Secretary or through Chat. The Chat Monitor will then notify the Chair if a question has been submitted through Chat. Debate on a motion shall be limited to two minutes per speaker, and ten minutes for each question. General consent is needed for additional time and if there is an objection to general consent, a formal vote must be taken, with 2/3rds vote required to grant additional time. No member shall speak, a second time until everyone wishing to speak has had an opportunity. An observer may participate in debate, provided there is no board member wishing to speak, asking recognition by the same procedure as required by a member of the voting body.
Timekeeper: The Chair will appoint a timekeeper. It is the timekeeper’s duty to indicate to each speaker a 30 second warning before time expired.
Reports: Each standing and special committee chair presenting a report has the time indicated after their title on the Board Agenda. There are also written reports included with your board packet.
Parliamentary Authority: Robert’s Rules of Order is the parliamentary authority for this meeting.
Attendees: Any Standing Committee Chair or Membership Representatives who are absent may provide a delegate to replace them per Section 6 of the Federation Bylaws.
